Minutes of the REGULAR Meeting of September 1, 2005

A REGULAR meeting of the Library Board was called to order by Chairperson, Edward Edwards, at 7:00 p.m., Thursday, September 1, 2005 at the Montana Ave. Branch Library, 1704 Montana Ave., Santa Monica.

The Board received a communication from Councilmember Kevin McKeown applauding the Library Board’s PATRIOT Act Resolution passed on July 7.

 

Communications from the Public

Boardmember Oppenheim made a motion to approve the minutes of the Library Board meeting of August 4, 2005.  Boardmember Field seconded the motion.  The minutes were approved in a unanimous voice vote.

 

Approval of the Library Board Minutes

Ho Nguyen, Director of Operations/Exhibits Designer, Santa Monica Historical Society Museum, made a presentation of the Santa Monica Historical Society Museum plans for the new Museum exhibit/library space at the Main Library.

The presentation includes the concept design phase and the permanent gallery exhibitions. The Museum has hired two firms West Office Exhibition Design based in Foothills Ranch, California, who specialize in museum permanent exhibit design and Killefer Flammang for the architectural design.  The space is approximately 5,000 square feet.

 

 

Mr. Nguyen presented the Library Board with a virtual tour of the Museum space.

 

 

Each one of the five components in the permanent gallery will contain interactive exhibits:

  • At Play – the interactive component will be a Palisade Viewer – Inside the viewer will be historic images and video footage. Pan an image and focus in on the history.
  • At Work - Will focus on the Douglas Aircraft Workers. The visitors will be able to select a tool or a uniform and press a button and an educational component will be activated.
  • Timeline – The viewer will be able to turn time capsules to get a 360 degree view of the object which will be supplemented with text and photos.
  • Outlook Newspaper – microfilm or touch screen interactive. Sequence of questions to pull up a specific day in the history of Santa Monica.
  • Arts and Architecture – Architect’s desk – move the slide rule up and down over a point on a map and an image/video comes up to explain why that landmark is important.

 

 

The exhibit space will also have one wall that will have feature story cases to display items new to the Museum’s collection.

Ellen Braby, Head of Youth Services, distributed preliminary figures for the Summer Reading Program. The theme for 2005 was “Dragons, Dreams and Daring Deeds”.

 

Wrap up of Santa Monica Public Library Summer Reading Programs

The Youth Services department distributed 684 flashing dragon pins, 400 t-shirts and 120 royal rubber ducks to children who completed summer reading. This year fifteen percent more teens read 30 hours to complete summer reading.  Approximately 75 teens participated in the teen summer reading party, where they played a variety of games (including Dance Dance Revolution) and ate pizza.

 

 

In addition to the above prizes the California Karate Club gave all children who completed 15 hours of reading a month of free karate lessons.

 

 

The Summer Reading 2006 theme is “Paws, Claws, Scales and Tails”.

 

 

Jon Arenberg, Chair of the Friends of the Library gave a report on the Friends activities to the Library Board. The Friends main area of emphasis is preparing the Friends book store for its opening. The Book Store Committee has been preparing a business plan, gathering volunteers and establishing policies. The Friends will be collecting book and audio visual donations to be sold in the book store.

Boardmember Oppenheim made a motion to accept the appointment of Greg Mullen to Director of Library Systems/City Librarian. Vice Chair Stern seconded the motion. Board discussion followed. Jon Arenberg, Chair of the Friends of the Library, spoke in favor of the appointment. The motion carried in a unanimous voice vote.

The Board reviewed photos of the interiors and exterior of the new Main Library.

 

Update on the New Main Library

Mr. Mullen gave a report on the construction activity at the new Main Library site.

  • Fences around the new Main Library building have been removed
  • Curbs and gutters have been demoed and sidewalk work will begin
  • The landscaping is complete in the North Parking Garden
  • Sprinkler lines for the landscaping have been installed
  • A revision in the design to the ramp up to the Main Library entrance was needed
  • The ramp to the parking structure also needed to be modified to accommodate the parking gate
  • The gas meter was installed
  • The boiler was connected
  • The emergency generator has been tested
  • The millwork and carpeting are being completed
  • Book stacks are going in
  • The glass railing around the stairs and open second floor areas has been completed
  • The window shades, door hardware, restroom accessories and auditorium seating have been installed
  • The lattice work above the circulation desk is in progress

 

 

 

The Library is scheduled to receive the certificate of occupancy on October 15.

 

 

Mr. Mullen reported on the grand opening plans for the new Main Library.

 

 

This item was tabled due to limited time until the October 6 meeting.

 

Nationwide Current Library Trends - Review of Library Journal Articles

The Martin Luther King Jr. Westside Coalition has made plans to have their annual Martin Luther King Jr. program at 525 Wilshire and then hold a procession to the new Main Library for the dedication of the Martin Luther King Jr. Auditorium.

 

Secretary’s Report

Update on Martin Luther King Jr. Westside Coalition

An image of and a quote from Martin Luther King Jr. are planned for the lobby of the auditorium.

 

 

The Coalition recommends using the following quote from Dr. King’s speech at the Santa Monica Civic Auditorium in December of 1961, “Segregation is on its deathbed. But history has proven that the status quo is always on hand with an oxygen tank to keep the old boy alive.”

 

 

The Library Board directed Library staff to have further discussion with the Martin Luther King Jr. Westside Coalition regarding the recommended quote. Boardmember Oppenheim moved to table the item and call a special Library Board meeting for further discussion if necessary.

 

 

Parking rates will be .50 cents for thirty minutes with a maximum charge of $10.00 per day for parking in the underground structure at the new Main Library.

 

Follow up on Public Parking at the New Main Library

Implementation of the Smart Access Manager reservation system for scheduling internet time has been completed. Patrons log on and reserve internet time. Internet time can now be used in increments.

Mr. Mullen distributed revised Internet procedures that reflect this change.

 

 

Mr. Mullen distributed statistics for the radio frequency identification tagging project.

 

Quick Check Out Conversion

The Library Board asked that the following items be included in next Library Board agenda: California Library Association conference in November; Borrowing privileges; a follow up on the quote recommended by the Martin Luther King Jr. Westside Coalition; and a follow up on the Santa Monica Historical Society Museum.

Boardmember Oppenheim moved to adjourn the meeting.  Boardmember Field seconded the motion.  The motion was approved in a unanimous voice vote.  The meeting was adjourned at 8:55pm.
