California Residential Property Assessment Appeals  This pamphlet explains how to appeal the assessed value of residential properties in California. Requires Adobe Acrobat reader.

California State Board of Equalization  Forms, publications and reports on different types of taxes in California (sales & use, special, property).

Ernst & Young  Ernst & Young is a major tax and assurance service. The site offers news and information on tax related issues free. Consultations may be requested for a fee and Ernst & Young products are advertised for sale. This listing is for informational purposes only.  No endorsement or recommendation is implied.

H&R Block  Free tax tips and other valuable resources from a major tax preparation company. Includes a tax calculator and Hispanic Information section in Spanish. Like Ernst & Young, H&R Block's main business is selling tax products so they are widely advertised on the site. This listing is for informational purposes only.  No endorsement or recommendation is implied.

Internal Revenue Service  Get tax forms and publications (downloadable PDF format), news and information, tax information for business, tax regulations, etc.

Turbo Tax  Offers tax tips and news, state and federal tax forms, tax calendar, list of tax professionals for specific cities and zip codes, and an excellent tax calculator and estimator. Good information available free--but this is another commercial site with products for sale. This listing is for informational purposes only. No endorsement or recommendation is implied.

RIA Web  Research Institute of America, a provider of in-depth, comprehensive tax research and information, offers current news on local, state and federal taxes, pension and benefits, and estate planning. Look under the menu heading "Press Room" for articles as well as free access to feature articles in the current issues of a dozen tax-related journals. Site also offers "free tools" like a tax planning calculator, pension plan dollar limits.  

State Taxes   A comprehensive site with all types of information on state and local taxes from tax form sites to analysis and laws. Includes associations and government offices. The site is maintained by Dennis Schmidt, a Professor of Accounting at the University of Northern Iowa.

Tax Links  Search online for tax rulings from 1954 to the present and/or find reference and referrals to a multitude of links to other types of tax information. Includes tax information sites, accounting information sites, and tax and accounting job sites.

Tax Resources   Comprehensive site with links to a wide variety of tax information. 

TaxWeb State Tax Resources  Another good site for state tax information. Links to appropriate agencies in each state with a list of filing addresses.

Today's Tax News  Highlights of the latest tax news and summaries of documents from the United States and around the world. The full texts can be ordered.  The site is sponsored by Tax Analysts, a nonprofit organization. Tax Analysts describes its mission as: "Publications are our principal means of rendering public service. These publications provide forums for discussion of a wide variety of tax ideas. By facilitating discussion, we seek to encourage development of fiscal systems that are fair, simple, and economically efficient."

In the Library:

  • CCH (Commerce Clearing House) Federal Tax Guide
    The CCH (Commerce Clearing House) guide is probably better known and it is the guide to which accountants often refer clients. CCH provides information about all federal tax laws, regulations, court decisions, administrative rulings, etc. It is arranged by topic or Internal Revenue Code section with indexes by topic, cases, and code and regulation section number. CCH is an updated service that is received throughout the year. It also publishes frequent reports on particular topics, such as "Travel & Entertainment" for additional information.
     
  • RIA (Research Institute of America) Federal Tax Guide
    The information in the RIA Tax Guide is similar to that in CCH in arrangement and detail. Two major differences are the presentation and the comments. Presentation of material in the RIA guide is a bit more easily understood by the lay person. Language is nearer to "plain English" than to that used by CPAs and the IRS. RIA also comments on and/or explains many of the regulations. These comments are clearly designated as "observation," "caution," "recommendation," or "illustration." The comments are explained in the introductory pages and for the lay reader they are sometimes the only way to understand the complexities of the law. Like CCH, RIA is a continually updated source and also provides special reports on various tax issues.
     
  • J.K. Lasser's Your Income Tax
    Guide for filling out one's federal income taxes that includes filing tips, planning reminders, cautions, law alerts, court decisions, and IRS alerts.
     
  • Federal Taxes Weekly Alert (RIA)
    The Library retains the current year of this weekly that provides the latest federal tax news. 
     
  • Guidebook to California Taxes
    Information for California tax payers; information on who must file, filing status, exemptions, deductions, rates, credits, where and when to file, extensions, and estimated taxes, as well as compliance procedures and requirements relevant to return preparation.
     
  • All States Tax Handbook
    Provides the basis and rate of tax and payment due dates for most taxes levied by states. It also includes income, capital, franchise, sales, use, property, and unemployment taxes as well as miscellaneous lists of alcoholic beverage, gasoline, cigarette, and pollution taxes. Issued annually. 
     
  • Tax Facts 1
    Detailed tax information pertaining to life & health insurance, annuities, employee plans, estates & trusts, business continuation.

The Library also stocks self–help manuals by H&R Block, J.K. Lasser, and Matthew Bender and many other books with tax advice and tips. Many of these may be checked out for home use. Additionally, check the online catalog for titles such as:

    Use this database to print out federal tax forms and instruction booklets for the current and past years. This database is available only in the Library.
     
  • California State Tax Forms
    Provides California tax forms and instruction booklets for the current and past years. Available only in the Library.
     
  • InfoTrac OneFile
    Provides indexing for articles in newspapers and magazines (including tax related journals) on taxes. Many magazine articles are in full text online. Among the specialized journals indexed are: National Tax Journal, International Tax Journal, Tax Advisor, Tax Executive, Tax Management Compensation Planning Journal, Taxes, and Tax Notes.
     
  • Newsbank
    Search for full text newspaper articles on taxes. Consists of two databases: America’s Newspapers, which indexes the full text of the Los Angeles Times, Chicago Tribune, Christian Science Monitor, Orange County Register, San Diego Union-Tribune, USA Today, the Washington Post, and the San Francisco Chronicle from roughly 1985 to the present; and Noticias en Español, which provides full text articles in Spanish.

Suggested subject terms include "Taxation," or use more specific topic headings such as "Personal Property Taxes," "Corporate Income Taxes," or "Highway Use Taxes."
